I would bet she certainly saw herself as holy. Back In The Day, the Iceni, along with all the other Brythonic tribes (not to mention the Romans), did not separate religion from State. In fact tribal leaders (including the Romans) saw their leader as Divinely Chosen (if not divine themselves).
