Paypal should DIAF

Dear Paypal,
When your security measures prevent me from dealing with the fact that my Paypal account got hacked by asking me to do things I can not do because my account got hacked, you fucking lose. Forever.

I can't even close my account because in order to do so I need to provide the full credit card number (and let me tell you how reassuring *that* is) for the credit card I canceled because my account got hacked. Is there any alternative to Paypal?

There is another paypal, used in almost as many countries... I can't remember the name though. There's info on it online.
